Yes, if you have good network who are interested in PTC then certainly it is a good idea, more over if you can offer other perks like jackpot then it can actually do well.

Why dont you become a free web host and like put some ad and get money
Just get cpanel and get unlimited bandwith and stuff, put a banner at the bottom of every site and make tons of money!

This isn`t so easy. You must invest very much to sustain a free hosting website.

Go where there is less competition.
