You can have a theme based off another's theme but General 100% Copy someone's theme would be considered "Ripping" and You might get a nice DMCA e-mail to your web host asking them to take down copyrighted work they own rights to.
However some themes have a Copyright tagged with it to let you know where they got it from then you can download it and modify it as you want to make it your own .

If you mean giving someone else's theme to another person, generally no unless you include the original author's copyright details and link in the theme (i.e. don't try to claim it as your own if you didn't make it). Look at the license details for specific themes for more details and it can vary.

It depends. If it's a public theme, of cause you can. If it's a custom private theme with copyright, the original owner can file a DMCA report on you.

Bottom line: No.
What you could do is learn HTML and CSS and test different things out. Play around with things, see if you can replicate what you want. Or create an entire new way of showing things in a theme.
