Yes, you can work in a theme that you like, then copy some codes frome the other thems to modify teh actual theme.

You mustn't be a good coder to do your own theme.If you have basic knowledges you can edit default theme and it will look Great

Ye work on localhost so u can easylie change everything you want, + u need photoshop.

I would suggest if you are new you should ask any expert to create theme for you hence if you wanna make yourself then Search theme creation sites in google you must find something there.
