Is it possible to make custom mycode staff only?

No, this is not possible at current time I'm affraid. At least not without a plugin that is.

Damned, that would have been a good submit to 1.6
Limit MyCode to usergroups
You just put a checkbox as to what group can use what mycode, same as you do with forum permissions, but replace post topic and poll with youtube, hidding tag and img tag for example.

Would be much easier if you would specify which groups can use the MyCode when you create it, similar to the thread prefixes feature that is new in 1.6
