I am helping a friend make a theme for his forum and the theme has image borders, I need to put a form around the "submit content" page and i can't find the template for it.

Another problem is: When I or he and some others click "submit content" instead of taking us to the submission page it take us to the "You do not have permission to access this page" page. the forms have been set to let every one submit and the admins (I and he) have full access but for some reason it take us to the "You do not have permission to access this page" page.
