How do i set it so users can have avatars? or is this feature not available or am i just blind i have looked in the acp but can not see.

User's can set Avatars in their UserCP (by clicking on Change Avatar in the sidebar of the UserCP). There are settings in the admincp which can specify how big the avatar can be and whether they can upload them etc.

if you are looking to change the avatar settings, it should be under user profile and registration settings

Under usercp ---> avatar and then you can choose an avatar or upload themselves
