modifications like custom pages and blog mod are showing up in the acp but not in the board.

Go to
http://yoursite.com/forum/blog.php for blogs and
http://yoursite.com/forum/pages.php for custom pages.

The blog url works.
Sometimes to access the custom pages you may have to go http://yourforum.com/pages/index.php?page=yourpagehere
