I really need a plugin where i can select from 1 to 5 members out of every registered member of my forum. Say i had 200 members and i was going to give VIP to 5, i want to be able to have a plugin select 5 randomly. This would also be handy to select a member of the week.

Hope this can be done!

Yes and maybe a way of putting it somewhere on the site as {randomid}
but to be able to generate that in the admin panel.

Maybe a setting where i can choose what usergroups to select, just so that admins cannot be chosen and naughty banned people =]

So how about this:

In the ACP there is a link like Random Chooser:

Once inside you see:
Number of Users to choose:
IN usergroups:
NOT IN usergroups:
[Select]

and then it would randomly select some users with those credentials?

Yes so for example i want to pic 1 random person from usergroup 'registered'

No' users to choose: 1
In: Registered

SELECT

Maybe for the IN USERGROUP use the box where you can select multiple groups. This will be aweeesome
