Do you mean a "task" to run with like a latest thread / board stats? If not, go to admincp =>Users and groups=> Mass mail.

as like same but mass mailing systems is manual process is there any auto mated mass mailing or news letter systems?

Well a newsletter, is a letter of news of coarse, you would want your news to be new / big, so you would want to do this manually anywya.
