Is there a mod where i can stop all users edditing their avatars? Avatars can only be added/edited in the ACP?

im sure there is one but may i ask y u want to do this?

This can be done but it requires very much time to do.

You could just remove the change avatar templates from the usercp_nav template and then that would stop probably 90% of the people from doing it.
