Blue clearly did something wrong, because if it's not found then it isn't there. Put all the files in a ZIP then upload it.

Perhaps you uploaded blogs.php to plugins folder, rather than root?

There is no way you could have. When you get a 404 it means it's not there, not a script screw up.
