I'm not sure if anyone has made a plugin like this yet, but I think it would work well for sites that have a marketplace/buy and sell forum.

Something like people buy X amount of mybux/site credits with paypal, then they can use that credits to pay for a sticky on selected forums.

I'd pay for this plugin if someone makes it.

just make them PM you, and you can do it manually.

That won't scale well. When you have a huge forum that gets hundreds of posts on the classified ads section, you'll want some sort of automation for the stickies.
