Is it possible do a plugin that inserts more sections contemporarily with everybody permission?

If you mean that you have forums that only certain groups can see, you can already do that without a mod...

And, if you mean a plugin that like.. someone suggests, and with everyone saying yes it adds a forum.. no. I think that'd be impossible..
