Hello. I would like to buy premium membership. But I just want to make sure if the membership order accepts unverified Paypal accounts. So does it?

Pretty sure it does. Mine is unverified and it still worked

It doesn't work for me.

1. Click the subscribe button
2. Login to my Paypal Account
3. Then it took me to this "Link a card to make an instant payment" I click Skip
4. But it keep leading me to a the same page "Link card to make an instant payment" page.

What shall I do?

Oh, well you need to add a card otherwise you can't make a payment. Where else is the money going to come from?

Oh I thought they just couldn't create subscriptions...I don't have any alternatives then...

Of course they can, how could I lend $7 to Alex and $2 to Devilson and purchase Travian coins (or whatever) for a friend, even though I have an unvarified account?

Depends which country you signed up under. The US requires you to verify your account before you send money. I assume your not from the US?
